Texas Water Development Board approves $60,000,000 to the City of Amarillo (Randall and Potter counties) for wastewater system improvements

AUSTIN – (August 6, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $60,000,000 to the City of Amarillo (Randall and Potter counties), in financing from the Clean Water State Revolving Fund (CWSRF). The City will use the assistance for planning and design of a wastewater system improvement project.

The City could save approximately $18,126,000 over the life of the loan by using the CWSRF.

With the assistance approved today, the City will expand the wastewater treatment plant from 12 million gallons per day (MGD) to 22 MGD. The expansion will include a new solid handling system, comprehensive real-time monitoring systems, clarifiers, headworks, pump stations, chemical feed systems for disinfection and nutrient removal, electrical and control systems, including SCADA integration, and upgrades to the existing infrastructure at the plant. The City also plans to develop an asset management plan.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
